Things aren't as simple as you suggested. Self-radicalised individuals are getting common. The attack on priest in France, cars mowing down pedestrian in England, France etc show that people don't need to be part of a sophisticated terrorist network if they want to launch an attack. The ideology itself suffices to make people blow themselves up or launch attack with knife or swords.

In Indonesia you can see that obviously

Hizbut Tahrir, FPI, even inside PKS party there's a brainwashed programmed codename "Liqo"
Those are the sources of the self radicals. So, who feed them up ? well obviously, the political elites, because the dumb herds would blindly follow whatever their leaders told them. That guy is PKI, That guy did blasphemy, and so on so forth

From an article in the jakarta post ,
Two weeks prior to the incident a group of people forced another Yogyakarta Catholic church to cancel its charity program over accusations of “Christianization”. Last week, residents of Caringin village in Tangerang, Banten, forced a Buddhist monk to write a letter expressing his agreement to stop his religious activities.

Human rights group Setara Institute has long pointed to the withering of tolerance in Indonesia and particularly in Yogyakarta

    When those things happen
Check their locations : Indramayu, Bogor, Sukabumi, Jogjakarta....

What are those regions have in common ? they networks of radicals there
Dont worry, authorities is working on it. However, it is political year, it may be rough for those who lived around western part of Java. Black campaign and funny stuff could color your social media and whatsaap group if you have any
